Japan: Lolicon Ban Proposed

Anime News Network reports that a legislative proposal to amend Tokyo's youth welfare law on child pornography was submitted on February 24. The amendment would include restrictions on sexually provocative visual depictions of characters that appear to be under the age of 18. In addition, the amendment would restrict the internet use of minors in net cafes and on mobile phones through the use of filtering software.

Legislator Yukie Nogami posted an update to his Twitter account on March 4, which stated that the Tokyo Metropolital Assembly's General Affairs Committee will debate the proposal on March 18, and vote on March 19. If the proposal passes the committee, the entire assembly will vote on the proposal on March 30.

If the proposal passes, it could go into effect by October at the earliest.

Manga creators have already weighed in on the legilation. Yoshitoshi ABe (Haibane Renmei, Serial Experiments Lain) wrote in his blog that "you don't raise a healthy mind by locking it up in a room sterilized of information." Yun Kouga (Mobile Suit Gundam 00, Gestalt) also commented on the matter, in her Twitter, stating "It's crazy, I wonder if I get this bill at all? I keep thinking 'will you seriously?' I think about the zoning problems, then think 'How about those, first?'"
