Katsucon announced that they will change their policy on the sale of fan-art and potentially copyrighted merchandise. According to the new policy, sellers will be given the benefit of the doubt unless the actual copyright holders lodge a formal complaint regarding the merchandise.

The announcement comes in the wake of the convention's previous policy, which demanded that fans provide proof that they have the permission of copyright holders to sell potentially infringing works. Attendees compalined that the policy, stating that artists should have been informed prior to the opening of registrations. They argued that anime music videos, doujinshi, and other similar works were not held to such scrutiny.
